Biden was becoming more and more alarmed at the unequal treatment of Black people living in Wilmington at that time. In the 1960s, the city was in thethick of civil rights protests, which only intensified after the assassination of Dr. Martin Luther King. In response, the governor called in the National Guard to patrol Black neighborhoods. They enforced a curfew and menaced residents with loaded weapons.

Biden realized that he’d never be able to defend disenfranchised workers or Black people while working at his prestigious law firm. He quit immediately, and began searching for another job where he could make a difference.

The most obvious place to look was the public defender"s office, where Biden could represent people unable to pay for their own legal counsel. He began representing mainly Black people from the poor neighborhood of East Wilmington. He also joined a criminal defense firm where he helped to fight civil litigation suits for people in desperate circumstances.
